NUMBER, ROLE OF OBAMA'S POLICY 'CZARS' SPARK DEBATE

The latest skirmish between conservatives and the Obama administration — the proliferation of "czars" named by the president to handle pressing issues — is prompting efforts in Congress to put limits on the White House.

Lawmakers from both political parties agree that the term itself is subjective, and they acknowledge that they aren't sure how many czars there are — or whether some of the special advisers are even czars at all.

"The question is: What do these guys do, and how much are they costing us?" says Rep. Jack Kingston, R-Ga. He is sponsoring a bill to withhold funding from any top policy adviser not confirmed by the Senate, which signs off on Cabinet secretaries and other top officials.

In the Senate, Democrats, such as Robert Byrd of West Virginia, are questioning the constitutionality of the advisers the White House says it needs to coordinate policy and advise the president on issues from health care to the Middle East. Republicans, such as Susan Collins of Maine, are trying to curb funding for them.

Unlike Cabinet secretaries, who regularly testify before Congress, most special advisers are accountable only to the president. Some, such as Carol Browner, who oversees climate change and energy issues, earn $172,200 a year, according to the White House's report on staff salaries.

Concerns about czars gained momentum in recent weeks when the political activism of Van Jones, who was in charge of promoting Obama's green jobs initiatives, came to light. Among other things, Jones had signed a petition for a group alleging that the Bush administration planned the 9/11 terrorist attacks. He resigned Sept. 5 and declined to comment for this story.

A central question in the debate: Just how many so-called czars are there?

THREE QUESTIONS FOR SUPPORTERS OF GOVERNMENT-RUN HEALTH CARE

Advocates of the so-called "public option" have used the example of the "competition" between the United States Postal Service (USPS) and private entities like FedEx and UPS, and between public and private universities, to allay fears that Americans' existing private health coverage would be threatened by a new government-run insurance plan. However, three key questions surrounding both of these analogies persist, and illustrate why private health plans could never compete on a level playing field with a government-run insurance program:

1) Do FedEx and UPS really "compete" with the Postal Service?

Even as President Obama and Democrats in Congress argue that the Postal Service "competes" against private carriers like UPS and FedEx, a Congressionally-granted monopoly provides USPS with nearly two-thirds of its total revenue. Since 1792, the government has enacted a series of laws, known as Private Express Statues (PES), which prohibit any entity other than the USPS from sending or carrying letters in exchange for a fee. In effect, these laws create a de facto monopoly and shield the USPS' letter delivery operations from any competition from private carriers. The lack of competition results in less choices for consumers and little incentive for the USPS to fight for customers by improving service. While Congress has seen fit to allow private industries to compete with the USPS for delivery of packages, outdated PES still restrict free competition when it comes to delivering letters. And it's not difficult to see why the USPS wants to maintain their government-run monopoly status. Through three quarters of recorded data from Fiscal Year 2009, 52 percent of the USPS' revenues came from the monopolized first-class mail and an additional 12 percent came from standard mail letters which other entities are also legally forbidden to deliver.

2) How many billions in taxpayer subsidies have these public "competitors" received?

According to the Government Accountability Office, a lack of long-term financial viability for the Postal Service has led to significant increases in USPS debt, with debt levels rising from $2.1 billion at the end of Fiscal Year 2006 to a projected $13.2 billion in Fiscal Year 2010-a more than sixfold increase in four short years. However, rather than allowing the Postal Service to "compete" on a level playing field by requiring USPS to restructure its operations without the use of taxpayer dollars, Congress has passed a series of short-term bailouts. In 2003, Congress passed the Postal Civil Service Retirement System Funding Reform Act (P.L. 108-18) which bailed-out USPS by allowing them to reduce their retiree payments at a cost of $7.1 billion. In 2006, Congress passed another USPS benefit reform bill (P.L. 109-435) which ended up costing another $1.5 billion. And just this month, the House recently passed a bailout that relieved the U.S. Postal Service of $4 billion in prefunded healthcare payments to offset their 2009 losses.

Likewise, State taxpayers subsidize public universities to the tune of tens of billions of dollars per year. According to a study conducted by the State Higher Education Executive Officers, in 2008 State governments provided a total of $81.1 billion in support for public universities. The same study noted that State spending on higher education has risen by an inflation-adjusted 7.3 percent in the past five years alone. Moreover, State and local governments financed more than two in three dollars (68 percent) of the $131 billion spent at public institutions during Fiscal Year 2008. In other words, just as nearly two in three dollars taken in by the Postal Service stem directly from its government-provided monopoly, two in three dollars funding public institutions come from government subsidies-not tuition payments from students.

In short, while President Obama claims that "the public [health] insurance option would have to be self-sufficient and rely on the premiums it collects" without resorting to taxpayer subsidies and bailouts, the analogies that he and other advocates of a government-run health plan have used to make their case strongly suggest otherwise.

3) How have government-run systems helped control costs?

Despite the President's claims-and billions of dollars in taxpayer subsidies-public universities have not helped to drive down the growth of costs in higher education. In fact, the College Board's most recent annual survey, Trends in College Pricing, concludes that "Prices of public four-year colleges and universities rose somewhat more rapidly between 1998-99 and 2008-09 than in the preceding decade, but private four-year [university]...prices rose more slowly than they had either from 1978-79 to 1988-89 or from 1988-89 to 1998-99." While tuition at private institutions rose 2.4 percent per year in real terms over the last decade, tuition levels at four-year public universities rose 4.2 percent per year after inflation over the same period. In other words, despite hundreds of billions in taxpayer subsidies, higher education costs are growing faster at public four-year universities than at similar privately-chartered institutions.

In the postal realm, the USPS has not helped control the costs of daily mail delivery-because, as noted above, FedEx and UPS are prohibited from using mailboxes to make first class deliveries. However, the price of a first-class postage stamp has increased by 33 percent over the past ten years-despite three separate government bailouts totaling more than $13 billion during that span.

While the President claims that a government-run health plan would compete on a level playing field, the examples cited by the so-called "public option's" advocates demonstrate that a government-run health plan could require a government-imposed monopoly-as well as additional billions in taxpayer funds to subsidize the "approved" government plan. For many of these same reasons, independent experts all agree that the legislation proposed would result in millions of Americans losing the coverage they have-the Congressional Budget Office believes several million, the Urban Institute up to 47 million, and the Lewin Group as many as 114 million. Given all these potential concerns, many may agree with CBO Director Elmendorf's recent statement that creating yet another entitlement in the form of a government-run plan to compete "on a level playing field" with private insurance would be "extremely difficult," and therefore oppose any efforts by Democrats to impose such a "solution" on the American people.

$2.8 MILLION IN STIMULUS FUNDS WILL BE SPENT ON FIGHTING FOREST FIRES IN WASHINGTON, D.C.


Only One Problem: Washington D.C. Doesn’t Have Any Forests!

 The U.S. Forest Service will spend $2.8 million in "Wildland Fire Management" stimulus funds on Washington, D.C., despite the fact that the city does not have a national forest. The National Interagency Fire Center (NIFC) does not even include Washington, D.C. in its annual wildfire statistics.
 
 And While D.C. will use the money to restore public parks and watersheds, real forest fires have already blackened 250 square miles of Southern California. Representative Wally Herger, whose district has experienced massive wild fires this year, told The Washington Times that "While the administration is spending millions of taxpayer dollars on improving picnic grounds, communities and citizens' lives tragically remain at risk."
 
 Under the House Republican Stimulus Alternative, taxpayer funds would not be used to fight forest fires in city that doesn’t have forests. Instead, Republicans would have created twice as many jobs at half the cost. To learn more, go to the

BOEHNER ON DEMOCRATS’ $500 BILLION IN MEDICARE CUTS: “ARE YOU KIDDING ME?”

House Republican Leader John Boehner (R-OH) today highlighted the irony of House Democratic Leaders holding a press conference to talk about “protecting Medicare” while pushing legislation that would cut Medicare by $500 billion. Boehner issued the following statement:

“Once again today, Democrats are peddling talking points that are directly contradicted by their actual legislation. They are holding a press conference to pat themselves on the back for ‘protecting’ Medicare, even though their government takeover of health care bill would cut seniors’ Medicare benefits by $500 billion. Are you kidding me?

“The American people are fed up with Washington politicians who say one thing and do another. They have spoken loudly and clearly – they do not want the Democrats’ costly big government scheme. The problem isn’t the Democrats’ talking points; the problem is the Democrats’ bill. They need to knock off their misleading double-talk, scrap their government takeover, and start over on real, bipartisan reforms that lower costs and expand access to affordable health care for all Americans.”

HOW MUCH IS A TRILLION DOLLARS?

The national debt is larger than ever before, and experts predict it will only continue to expand.

The national debt will grow by more than $9 trillion, according to an August 2009 report by the White House Office of Management and Budget.

In July of 2009, the Congressional Budget Office and the staff of the Joint Committee on Taxation released their analysis of America’s Affordable Health Choices Act. They estimated the bill would add an additional net deficit of $1.042 trillion over the next decade. In January of 2008, Social Security’s unfunded liabilities were estimated at $6.6 trillion, and Medicare unfunded liabilities totaled more than $36.3 trillion, according to the GAO’s Fiscal Year 2008 Financial Report of the United States Government. In addition to our current national debt of more than $11.6 trillion, our future obligations to Social Security and Medicare total $43 trillion.

How much is $9 trillion, or even $1 trillion? Confronted with enormous numbers like millions, billions and trillions, it’s helpful to use comparisons with other contexts. For example, one million seconds will pass in just 12 days. One billion seconds is almost 32 years. And one trillion seconds? That’s 31,688 years. One trillion dollars is a lot of money, and over the next decade the US federal government will borrow that sum nine times over — more than $9 trillion.

In the next ten years, the federal government will borrow trillions of dollars for spending it cannot afford. But the American people will eventually have to pay the price for this irresponsible borrowing.

TEA PARTIES COMING TO A MEDIA OUTLET NEAR YOU. "OPERATION: CAN YOU HEAR US NOW?" IS LAUNCHED ACROSS AMERICA



In response to the lack of media coverage at the massive Taxpayer's March on Washington on September 12th, a new group has been formed to take the next round of tea party protests directly to the liberal mainstream media. "Operation: Can You Hear Us Now?," which was launched on September 15th, will hold rallies in front of 79 (and counting) media outlets across the country on October 17, 2009.

While the founder of "Operation: Can You Hear Us Now?" has remained anonymous, the idea to take the protests directly to the biased, left-wing mainstream media may have come from conservative icon Rush Limbaugh, who suggested the idea on his September 14th radio broadcast.

To spread the word of the event on October 17th, the group is using social networking sites like Facebook and Twitter.
